Our advice comes down to one sentence: a beach holiday on Sal or Boa Vista is easily booked through a general tour operator, whereas a multi-island or trekking itinerary is better arranged by an agency that knows the terrain, ideally a local one.
The reason is simple: the archipelago is spread across ten islands, travel between them requires careful planning, and the quality of your trip depends largely on who actually books your hotels, transfers and guides on the ground.
In brief
- A week at a resort: a general tour operator, flights included, is enough.
- A tour across several islands, trekking, tailor-made travel: a specialist or a local agency.
- A local agency can be cheaper than an intermediary in France, but you pay a provider based in Cape Verde, without the French financial guarantee.
- An agency based in France must be listed in the official register of Atout France, and a detailed, line-by-line quote lets you compare offers without unpleasant surprises.
- A price comparison must always include the same things: international flights, inter-island flights or ferries, meals, excursions, insurance.
- A package sold by an agency registered in France is covered by a financial guarantee; a service booked separately is not.

The main types of tour operators
There are many names, but the offers fall into four categories, each with different strengths and limits. Knowing them helps you avoid comparing quotes that are not really alike.
| Type / Best for | Strengths | Limits |
|---|---|---|
| General or online tour operator Beach holiday on Sal or Boa Vista | Flights and hotel in one package, many departures, financial guarantee | Little flexibility, standard excursions, limited knowledge of the other islands |
| Destination specialist or tailor-made travel agency Multi-island tour, trekking, honeymoon | Carefully built itinerary, experts who know the archipelago | Often higher prices, agent’s margin |
| Agency-matching platform Traveller who wants to compare several local agencies | Several quotes for one project, customer reviews | Quality varies from one agency to another, service fees on top |
| Direct local agency Tailor-made tour, small groups, independent travellers | In-depth knowledge of the terrain, guides on site, quick help when things go wrong | Contract and payment abroad, international flights to be booked separately |
Among the names you will come across, Terres d’Aventure sells tours, Voyageurs du Monde and Marco Vasco offer tailor-made travel, and Evaneos connects you with local agencies.

The map above shows why this distinction matters: getting from Sal to Santo Antão means combining a plane and a ferry, with timetables that cannot be guessed from France. A tour operator who knows these connections saves you wasted days; one who mainly sells beach holidays does not always have this experience. To prepare these journeys, see our page on airports and flights to Cape Verde.
What really changes depending on the type of trip
A week at the beach on Sal or Boa Vista
In this case, a tour operator’s package makes sense: flight, transfer and hotel come together, and you do not need a tailor-made itinerary. Choose the hotel before the tour operator, then compare the same hotel, for the same dates and with the same board basis, from two or three sellers.

A tour of two or three islands
This is where the choice of tour operator matters most. You will need to link flights with CVsky, which operates inter-island services from 29 March 2026, and ferries with CV Interilhas, or Nôs Ferry between São Vicente and Santo Antão. A good agency fits your overnight stays around these timetables, not the other way round. If you are unsure which combination of islands to choose, see our ideas for a three-island tour before asking for quotes: the more precise your brief, the more comparable the quotes will be.
Trekking, especially on Santo Antão
Some trails on Santo Antão can be hiked alone, but many travellers prefer to entrust the valley departures and aluguer transfers to a guide. A local agency arranges everything in one go, and you can ask it for a quote for a week of trekking on Santo Antão. To find out what can be done without a guide, read our page on trekking without a guide.

What using a tour operator costs
No public price allows us to say that one category is always cheaper than another: everything depends on the hotel, the season and the number of travellers. One documented trial nonetheless gives an idea of the possible gap. A French traveller, who went independently for three weeks in July 2022, sent the same brief to four agencies for the period from 20 November to 10 December 2022, then compared their replies with what his own trip had cost him. This result applies to one specific trip, two people and an older date: it does not replace your own quotes.
| Option (2 people, 3 weeks, 2022) | Total | Note |
|---|---|---|
| Independent travel | 5 474 € | Actual spending, simulated flight |
| Terres d’Aventure | 4 742 € | 13-day tour, Brava and Santiago not included |
| Nobai (via Evaneos) | 6 241 € | Quote, flight and service fees added together |
| Marco Vasco | 7 575 € | Tailor-made quote |
| Voyageurs du Monde | 11 293 to 13 041 € | Depending on the excursions selected |
What we take from this: for the same request, totals vary by a factor of more than two, and the cheapest option here is a shorter tour than the trip requested. That is why we advise comparing two or three quotes, looking as much at what they include as at their total. To put these amounts into a full budget, see our page on the cost of a trip to Cape Verde.

Checking that a tour operator is reliable
Three checks take ten minutes and avoid most unpleasant surprises.
- Registration. Every travel operator based in France must be registered with the Atout France register, which requires a financial guarantee and insurance. The register can be searched online by name or registration number. In practice: if an agency based in France is not on it, do not pay a deposit. Companies based elsewhere in the European Union fall under a different declaration regime, and an agency based in Cape Verde does not need to appear there: its references and payment schedule then make the difference.
- The contract. For a package, before signing you must receive a standardised information form and a contract specifying the price, what is included and the cancellation terms.
- Price clauses. A tour operator may only increase the price after signature if the contract provides for it, for fuel, taxes or the exchange rate, and it must notify you at least 20 days before departure. If the increase exceeds 8%, you may cancel and be refunded.
You should also know your rights if the programme changes significantly: you may either accept the change or cancel free of charge and be refunded within 14 days. You may also transfer your trip to another person who meets the same conditions, provided you notify the seller at least 7 days before departure. These protections apply to a package; if you book flights, hotel and excursions separately, each service remains a separate contract. Entry formalities, however, remain your responsibility whichever tour operator you use: read our page on visas and formalities.
The most common pitfalls
- Comparing prices that do not include the same things. Domestic flights, meals, drinks, airport security tax (TSA): a low quote may simply leave these out.
- An overloaded itinerary. Four islands in ten days means days spent travelling. Count each journey as half a day, or have your itinerary checked by the local agency before booking.
- A customer review without context. An overall rating on a platform mixes very different trips; instead, read the reviews about your island and your type of trip.
- Paying the full amount too early. Ask for the payment schedule: a deposit, then the balance a few weeks before departure.
Another point to clarify from the first quote: who answers you if something goes wrong on site, by what means and at what time. A phone number you can reach on the island is worth more than a call centre, and you can ask our local partner to judge how responsive they are.
How we work
Casa di CV is a media site, not a tour operator. We put you in touch with a local partner agency, which designs the itinerary and arranges the services in Cape Verde. It does not replace a flight-plus-hotel package: if you want a group flight with a tour operator, that remains possible, and you can then complete your stay with the local agency. To see what it offers, consult our tours and stays, then send your project through the form: you will receive a detailed quote, with no obligation.
Frequently asked questions
What is the difference between a tour operator and a travel agency?
The tour operator designs and assembles the packages, which it sells itself or through agencies. The travel agency sells these packages or builds tailor-made trips.
Is an organised trip to Cape Verde more expensive than travelling independently?
Not always. In the only detailed comparison we found (2022, two people), the Terres d’Aventure tour came out cheaper than independent travel, but it lasted 13 days instead of three weeks and left out two islands. The other quotes exceeded the cost of independent travel, sometimes by a wide margin.
Can you book directly with a local Cape Verdean agency?
Yes. You gain in knowledge of the terrain and responsiveness, but you contract with a company based outside France, without the French financial guarantee. Before making any payment, it is wise to ask for its references, its payment schedule and a detailed quote: without these, you have no way of judging its reliability.
